Jeff Breinholt

Jeff Breinholt joins PoE following a distinguished 34 year career at the Department of Justice, from which he retired in January 2024. A key player in the government’s response to 9/11, Jeff helped revolutionize the use of FISA information in “material support” prosecutions as the leader of the Terrorist Financing Unit of DOJ’s Counterterrorism Section. He also played a vital role in training and educating terrorism prosecutors and investigators over the last 20 years. He is a prolific author, particularly on terrorism history. In addition to PoE, Jeff is a Lecturer in Law at George Washington University Law School.
