Jennifer Baker is an accomplished retired federal agent with 25 years experience investigating complex criminal and national security investigations. Prior to joining the Program on Extremism at GWU, Ms. Baker was a special agent with the FBI. She entered on duty with the FBI in April 2003. After graduating from the FBI Academy, she was assigned to the Norman, Oklahoma Resident Agency (RA) which is part of the Oklahoma City Field Office. While assigned to this office, Ms. Baker worked both criminal and national security violations. In June 2006, Ms. Baker transferred to the Dallas Field Office where she was assigned to work Human Trafficking and Civil Rights violations.
In 2008, Ms. Baker was assigned to the Dallas Counterintelligence Squad where she specialized in investigating Counterintelligence matters, including interdicting espionage activities of both domestic and foreign spies. Working this violation also involved collaborating with the U.S. government intelligence community and the private sector to safeguard proprietary and classified information of defense contractors and U.S. research and innovation from illicit disclosure.
Most of Ms. Baker’s time working counterintelligence matters was spent working a significant investigation which thwarted a major foreign entity’s efforts to penetrate national security programs and their effort to provide sensitive technology to adversarial regimes. Ms. Baker worked foreign counterintelligence matters until April 2023.
From April 2023 until her retirement, Ms. Baker served as the Private Sector Coordinator (PSC) for the FBI Dallas Office. In this role, Ms. Baker managed the FBI’s InfraGard/Academic Outreach Programs and Private Sector Engagement initiatives. These initiatives promote private sector partnerships focused on critical infrastructure protection as well as the safety and protection of our area Universities/Colleges.
Prior to joining the FBI, Ms. Baker was a Special Agent with the Air Force of Special Investigations (AFOSI) from 2000-2003. Ms. Baker was stationed at San Antonio’s Randolph Air Force Base working both criminal and national security matters and at the New York City Federal Building working Protective Service Operations (PSOs) and Counterterrorism matters jointly with the NYPD and FBI.
Ms. Baker began her career with the federal government in October 1998 and worked as a federal correctional officer for the Federal Bureau of Prisons, until August 2000.
